What it means#

Types of parameters and result may be omitted in the impl (they come from the service) or repeated; a repeated type must be the declared one. The number of parameters must match.

Example#

service Math { rpc twice(x: i32) -> i32 }
impl Math {
  rpc twice(x: str) -> i32 { 1 }   // <- impl-signature-mismatch

How to fix#

Drop the types in the impl or write the ones of the service.
